Decision Making in case of no "EVACUATE EVACUATE EVACUATE" signal from Flight Deck:
FA MUST initiate evac in "no doubt, get out!" situation,
such as fire in the cabin, broken fuselage,
or imminent danger to life of pax and crew.
FA unsure about "No Doubt, Get Out" + NO "EVACUATE EVACUATE EVACUATE"
then FA must attempt to contact Flight Deck PRIOR initiation of evacuation.
If attempt unsuccesfull FA must make decision based on circumstances.
Warum das so ist?
Die Szenarien im Crash Fall sind teilweise sehr extrem:

The number two flight attendant, seated in the rear of the
aircraft, attempted to notify the flight deck of the fire by
using the aircraft interphone system. Although the signal
tone was heard on the flight deck, it went unanswered because
the first officer mistook the tone for that associated with
the passenger flight attendant call button.

unable to do so because the door was locked in accordance
with standard company procedures.

There was no general announcement of the evacuation made by either the captain
or the flight attendants. Evacuation commands were given to passengers as
they exited the aircraft. The passengers' decisions to leave their seats
and evacuate were based on their perceptions of the emergency situation and
their observations of the flight attendants opening the exits.

The flight attendants acted appropriately when they initiated an emergency evacuation upon determining there was a fire outside door 2R. Further, the delay of about 90 seconds in initiating an evacuation was likely due partly to the pilot monitoring’s command not to begin an immediate evacuation, as well as disorientation and confusion.

The crew’s decisionto perform a precautionary disembarkation via the stairs likely provided the safest option, particularly given the low immediate safety threat and the elevated risks associated with an emergency evacuation into a potentially hazardous external environment.

As the aircraft began its right turn off the runway, approximately 10 seconds before it stopped, one of the two flight attendants in the rear of the aircraft, probably the No 3 stewardess, opened the right rear door and deployed the emergency chute. When the aircraft came to a stop, this exit was unusable. The aircraft was facing the northwest, and a light wind of 6 – 7 knots was blowing from the west. The wind was enough to carry dense smoke, and occasionally flames, in through that door. When the door was first opened, the aircraft had been facing into the wind, and the exit had been clear. No one escaped through this door. However, when the left front door was opened, this created an airflow from the front of the aircraft to the rear, and out through the right rear door, which likely contained the smoke to the rear of the aircraft. When the right overwing exit and the right front exit were opened, this flow was lost, and the entire cabin rapidly filled with smoke.The left rear exit remained closed.
Es gibt viele weitere Beispiele die die "Unberechenbarkeit" und die "Unsicherheit" bedingt durch die Notfall Situation widerspiegeln.
In Unsicherheit kann man KEINE sicheren Entscheidungen treffen - der Mensch hat auf "Instinkt" Modus geschaltet, und ist
so wenig empfänglich für differenzierte Entscheidungswege / findungen.
Genau deshalb gibt es für diese Momente Entscheidungsvorgaben, die nur "abzurufen" sind - hier "NO Doubt - Get OUT.
Wohlwissend dass dies nicht immer - aber aus der bisherigen Erfahrung heraus in den meisten Fällen zu einer positiven
Beeinflussung der Gesamtlage führt.
Eine weitere Frage die sich daraus ergibt: Hat das Flightdeck angeordnet "NO EVAC"?
